The Mount Carmel Community Baptist Church was organized on April 11, 1999 under the Pastorate of the Dr. Michael E. Rutledge, D. Min. at the YWCA, which served as the temporary location until the completion of the sanctuary located at 708 North 5th Street, Steubenville, Ohio.

After an eighteen-month Building Fund Campaign that began in June 1999, the groundbreaking for the new church was held on Sunday, December 17, 2000 and construction began on Monday, December 18, 2000. 

The church was completed in June 2001 at a total cost of $600,000.00. The church was built solely with the tithes and offerings from the congregation.

The congregation marched from the temporary location of the YWCA to the newly constructed sanctuary on July 1, 2001 and conducted the first worship service in the new church.

Dr. Michael E. Rutledge, D.Min., the founding Pastor continues to serve the growing congregation with preaching and teaching of the word of God. He constantly encourages the congregation with these words: "If you just do what God says do, everything will be all right".
