Dr. Michael E. Rutledge,
D. Min. is the founding Pastor of the Mount Carmel Community Baptist church located
at 708 North Fifth Street, Steubenville, Ohio. Since its birth, the church has impacted the community with the building of
a 10K - sq. ft. worship complex housing several ministries and the Mount Carmel CREDO Center. The church ministers to the
community through five weekly bible studies (two on campus and three off campus), and an active outreaching ministry of Women,
Men's Ministry, and innovative Youth Ministry, Church School and Sunday Worship services.
Currently Dr. Rutledge serves as the Ohio Baptist
State Convention, Inc. Dean of the Congress of Christian Education, President of the Congress of Christian Education of the
Eastern Ohio Baptist District Association, Professor at New Vision University, Lincolnton, North Carolina and Professor at
American Baptist College, Youngstown Extension, Youngstown, Ohio. He has served as Third Vice President of the Ohio Baptist
State Convention and is a member of the Alpha Phi Alpha Fraternity, Inc.
Dr. Rutledge has served in the Chaplain Corp
in the United States Navy from 1989 - 1997 receiving the National Defense Medal - Desert Shield/Desert Storm. Also, he served
as Assistant Pastor of the Peoples Baptist Church, Canton, Ohio and as Pastor of the Mt. Zion Baptist Church of Steubenville,
Ohio.
Dr. Rutledge received his Doctor of Ministry
Degree from New Vision University, Lincolnton, North Carolina in May of 2003. He received his Master of Arts Degree in Theology
and Ethics from Ashland Theological Seminary, Ashland, Ohio in May of 1993 and his Bachelor of Arts Degree in History and
Political Science with a minor in Mathematics and Chemistry from Tougaloo College, Jackson, Mississippi in May 1979. He has
done additional post-graduate studies at Houston Graduate School of Theology, Houston, Texas and at Southwestern Baptist Theological
Seminary, Fort Worth, Texas.
Doing what God led him to do Pastor Rutledge resigned as
Pastor of Mount Carmel Community Baptist Church in December 2005 and accepted the Pastoral position at Mount Ararat Baptist
Church, Houston, Texas.

First Lady Alicia Elaine(Hearns) Rutledge is a native of
Columbus, Ohio and the 3rd child born to Rev. Frank L. & Sis. Yvonne E. (Noel) Hearns, Sr.
She has a Bachelor of Arts from Kent State University and
a Master of Science from the University of Cincinnati in Criminal Justice Studies.
She met Dr. Michael E. Rutledge, D. Min. November 27, 1994
at Peoples Baptist Church, Canton, Ohio during fourth Sunday Fellowship Service. Their first date was December 4, 1994
at the Olive Garden Restaurant in which they began to date January 1995. Pastor Rutledge
and First lady were married on May 22, 1999. On February 2, 2004 they became the proud parents of twins Michaela
Emmanuelle and Ayanna EYvonne.
First Lady was employed by the Social Security Administration,
Steubenville, Ohio as a Generalist Claims Representative. She participated as a choir member, Assistant Director, and
Soloist within the Music Ministry. Also, she was an instructor for the Young Women's Ministry Class, an active member
in the Women's Ministry, and blessed to be a Speaker and Facilitator. Her favorite scripture is Matthew 6:33
- "But seek ye first the kingdom of God, and His righteousness; and all these
things shall be added unto you".
She is a servant of the Lord and her church, a mother to her children
and a lover and supporter of her husband.
